The Economic Runtime Manifesto
Principles for building programmable economic systems in the age of intelligent agents
The economy has become digital.
It has not yet become programmable.
Intelligent systems are beginning to participate in economic life. They can understand goals, evaluate alternatives and coordinate increasingly complex tasks.
But the systems they must interact with remain fragmented across institutions, jurisdictions, providers, APIs and business rules.
We believe this moment requires a new execution layer: one that allows economic intentions to become authorized, auditable and interoperable state transitions.
The principles of the Economic Runtime.
Economic systems should be programmable.
Economic infrastructure should be accessible through reusable, machine-readable capabilities rather than isolated applications and one-off integrations.
Capabilities should describe state transitions, not endpoints.
An Economic Capability is defined by the authorized transition it can produce, not by a particular protocol, API path or provider.
Intent should precede execution.
Humans and organizations should express desired outcomes. The Runtime should discover, plan and coordinate how those outcomes are achieved.
Authorization must be explicit, verifiable and auditable.
Intelligent systems must never assume economic authority. They must coordinate consent, delegated authority and approval before execution.
Existing providers should not be forced to redesign their systems.
Interoperability should be achieved through Economic Adapters that translate existing provider APIs into a common execution model.
Adapters should isolate provider complexity.
Authentication, data formats, error models, retries and operational behavior should remain behind a stable capability interface.
Trust and compliance are part of execution.
Jurisdiction, regulation, auditability, provider trust and commercial entitlement are not external concerns. They shape every valid plan.
Specifications should be open.
The language of economic interoperability should be shared. Organizations should compete through better capabilities, implementations and execution.
Reference implementations should accelerate adoption.
Open ideas become useful when they are implemented, tested and improved against real economic systems.
Theory and implementation should evolve together.
The specification should guide the Runtime. The Runtime should expose weaknesses in the specification. Each should continuously improve the other.
From fragmented workflows to authorized economic transitions.
The Runtime does not replace institutions, providers or markets. It provides a common model through which they can be discovered, composed and executed by intelligent systems.
The language is shared. The implementations remain diverse.
Economic Runtime is not intended to become a closed platform owned by a single company.
We believe any organization should be able to define capabilities, build adapters, implement a Runtime, contribute to the specifications and participate in the ecosystem.
Openness does not remove competition. It moves competition to the places where it creates the most value:
Building the reference Economic Runtime.
PayRoad is building the first reference implementation of the Economic Runtime.
Its purpose is to prove that these ideas can operate across real domains: identity, payments, cash, banking, healthcare, insurance, commerce, mobility and beyond.
The open specifications define the common model. The PayRoad Runtime demonstrates how that model can be implemented in production.
This is the beginning of a conversation.
The Economic Runtime is not presented as a finished answer.
We invite architects, developers, financial institutions, regulators, infrastructure providers, researchers and domain experts to challenge, improve and implement these ideas.
The next generation of intelligent systems will not merely consume information. They will participate in the economy.
We believe they need a common execution model for doing so safely, transparently and interoperably.
It will be defined by who enables the most trusted collaboration.
